Asbestos removal in Southend-on-Sea
Southend sits at the far eastern end of our patch, out on the Thames Estuary, and it is genuinely the longest trip on this list from Grays. Southend has also been its own council, separate from Essex County Council, since 1998, which matters more here than it does anywhere else we cover: its rules do not follow the county's.

What Southend Council actually says
Note
No recycling centre route, and no council collection either
Southend-on-Sea City Council's own page is unusually direct: "Asbestos must only be disposed of using a licensed contractor." It states that its Household Waste Recycling Centres are "licensed to accept household waste only", that it is "against the law" to put asbestos in the weekly household collection or take it to the tip, and adds plainly: "we do not provide a collection or disposal service for asbestos." That is a simpler, stricter position than Essex County Council's subsidised collection scheme next door, and it is Southend's own words, not ours.

If it is undamaged
Cement sheeting that is whole and not being drilled or broken is not releasing fibres. The safest thing is often to leave it exactly where it is, and we will tell you that on the phone rather than talk you into a job you do not need.
If you are buying or selling
A surveyor will often flag asbestos cement during a purchase, particularly on older seafront properties, and some buyers use it to negotiate. There is no legal duty on a seller to remove it first, but some people deal with it before marketing rather than during a sale.

There is no blanket duty on a private seller to remove asbestos before marketing a property. A buyer's surveyor will often flag it, which is why some sellers deal with it beforehand rather than during a sale.
